Zhanjiang's fourth chief-forester order of 2026 places migrant patrols, hazard checks and cross-agency enforcement within a four-tier city-to-village system, covering mangroves, coastal flats, fields, ponds and suburban parks.

The order reaches beyond hunting in the field

The official order calls for coordinated city, county, township and village patrols and hazard checks, linking forestry, police, market regulators and postal authorities. Enforcement extends from nets, poison and nest destruction to markets, restaurants, online platforms and parcel delivery.

For a birder, safety and reviewable evidence matter most. Do not confront anyone, enter private or working land, or publish unverified faces, number plates or business identities.

Creating a usable report

From a safe and lawful position, note the time, broad area, features of a net or online listing, bird condition and sequence of events. If photography is safe, keep context and a sequence. Do not touch nets, poison, carcasses or packages; that can cause injury, infection or loss of evidence.

Report promptly through local forestry, police, market-regulation, platform or protected-area channels and supply originals when requested. A public post should only say the case was referred, never reveal enforcement gaps, patrol routines or rare-bird coordinates.

A rare species name is not permission to chase

The order names Spoon-billed Sandpiper, Black-faced Spoonbill and Chinese Crested Tern to explain Zhanjiang's flyway importance. It provides no live site for visitors. Protected-area boundaries, temporary closures and on-site staff always override online reports.

Watch only from open paths or public shores. Do not enter mudflats, ponds or fields, and never use drones, playback or food. Retreat when birds stop feeding, become alert or move together. Delay sensitive records and strip location metadata from images.
