哪些情况值得提高警惕

不要仅凭有人携带鸟笼就公开指控。专业救护、科研环志和依法审批活动可能具有合法手续。记录时间、公共地点、车辆或店铺等可核实信息,交由执法部门判断。
安全举报比现场对峙更重要
不要拆网、放鸟、跟踪车辆或与嫌疑人争执,以免受伤、破坏证据或让被困鸟遭到二次伤害。在不暴露自身的前提下拍摄环境全景和可识别线索,拨打110或联系当地林草主管部门。
对受困活鸟,不擅自投喂、混笼或长途运输;等待公安、林业或救护机构处置。发布信息时隐藏举报人个人资料、案件精确位置和救护去向,避免影响执法与动物安全。

The NFGA reported on September 8 that Urumqi police had solved a case involving precious and endangered wildlife on September 3. Officers seized 161 protected wild birds, including nationally protected and other legally protected categories, and transferred every bird to a professional rescue centre in Changji.

Signals that merit caution

Online offers claiming 'wild-caught' or 'freshly netted' birds should never be purchased, forwarded or transported.
Do not publicly accuse someone merely for carrying a cage. Licensed rescue, research ringing and approved activities may be lawful. Record verifiable time, public place, vehicle or shop information and let the authorities assess it.
Safe reporting matters more than confrontation
Do not dismantle nets, release birds, follow vehicles or confront suspects. You could be injured, destroy evidence or cause further harm. If safe, photograph a broad scene and identifiable evidence, then call police or the local forestry authority.
Do not feed, mix or transport trapped birds yourself; wait for police, forestry or rescue professionals. When sharing information, conceal the reporter's identity, exact case location and rescue destination so enforcement and animal welfare are not compromised.
