新规明确了哪些护鸟方向
国家林草局9月15日报道,深圳红树林湿地专门法规已经表决通过,拟于11月5日起实施。保护对象包括红树植物群落、滩涂、潮沟、浅水水域及其中栖息、觅食的野生动物,并强调候鸟调查、监测和评估。
报道还明确提出优化候鸟栖息地及周边夜间照明布局与管控,把深圳既有的“为鸟熄灯”实践上升为制度要求。来源没有发布当天鸟种和数量,本文因此不把法规新闻写成实时鸟情。
游客怎样落实夜间灯光友好
黄昏后减少使用高亮手电、常亮补光灯和闪光灯,不用灯束追踪飞鸟或照射林缘、滩涂和夜栖树。住宿和车辆停靠时关闭不必要的外向照明,拉上面向湿地的窗帘。
“为鸟熄灯”并不等于游客可以在黑暗中进入湿地。夜间可见度降低、潮沟和软泥风险增加,只在明确开放且有照明管理的公共设施活动;遇封闭、施工或管护提示立即离开。
秋迁观鸟的公开空间边界
从公共栈道或观鸟屋使用双筒镜与单筒镜,先看潮汐、开放时间和园区公告。不要下滩、跨栏、投喂、播放鸟鸣或放飞无人机,也不把夜间鸟群方向变成实时定位。
新规11月5日实施前,保护区和公园现有管理规定仍然有效;实施后也应以主管部门细则和现场标识为准。发现受伤鸟、非法捕捉或破坏湿地行为,只记录安全范围内的证据并向主管部门反映。
What the new rules establish
The NFGA reported on September 15 that Shenzhen's dedicated mangrove wetland regulation has been approved and is due to take effect on November 5. It covers mangrove communities, flats, tidal creeks, shallow water and the wildlife feeding or resting within them, and calls for migrant surveys, monitoring and assessment.
The report also requires improved control of nighttime lighting in and around bird habitat, placing Shenzhen's lights-out practice within a formal framework. It gives no same-day species or counts, so this article does not present the legal news as a live sighting update.
Putting bird-friendly lighting into practice
After dusk, reduce powerful torches, continuous video lights and flash. Never sweep a beam across flying birds, forest edge, mudflat or roosting tree. Turn off unnecessary outward-facing lights at accommodation or vehicle stops and close curtains facing wetland.
Lights-out does not permit entry into a dark wetland. Reduced visibility, tidal creeks and soft mud add risk. Stay only in clearly open public facilities with managed lighting and leave when closures, works or staff instructions require it.
Public-space boundaries during autumn migration
Use binoculars or a scope from boardwalks and hides after checking tide, opening hours and park notices. Do not walk onto flats, cross barriers, feed, use playback or fly a drone, and never turn a night flock's direction into a live pin.
Existing reserve and park rules remain binding before November 5, and later visits should follow implementing details and on-site signs. If you find an injured bird, illegal capture or wetland damage, record only safe evidence and report it to the responsible authority.
